OTM-R POLICY Open, Transparent and Merit-based Recruitment of Researchers

OTM-R. - Open, Transparent, and Merit-based Recruitment of Researchersconstitutes one of the pillars of the European Charter for Researchers. in particular the Code of Conduct for the Recruitment of Researchers, launched in 2005 as a recommendation of the European Commission aimed at researchers, employers, and entities financing research.

Commission Recommendation 2005/251/EC of 11 March 2005 on the European Charter for Researchers and on a Code of Conduct for the Recruitment of Researchers (Journal of Laws L 75, 22.3.2005), stipulates, inter alia: „The ultimate policy objective of this Recommendation is to contribute to the creation of an attractive, open, and sustainable European labour market for researchers, where framework conditions allow for recruiting and retaining highly qualified researchers in environments conducive to effective performance and productivity. Grantors or employers of researchers are responsible, as recruiters, for ensuring open, transparent, and internationally comparable selection and recruitment procedures for researchers”.
